Data protection law status

The Ministry of Post and Telecommunications held a consultative workshop on the Draft Law on Personal Data Protection on 23 July 2025, with about 200 participants 1. The Ministry said it aimed to finish the law by the end of 2025 or early 2026 1. We found no record of adoption or promulgation in the sources we opened 1,2.

The English text labelled final version 23 June 2025 still carries the heading Draft Law, and its approval fields are blank 2.

  • Regulator: the Ministry of Post and Telecommunications regulates, audits and monitors compliance and receives complaints (Article 4). Article 5 lets the Minister request a separate Personal Data Protection Unit 2.
  • Scope: the draft excludes public authorities acting within their jurisdiction (Article 2) 2.
  • Biometric data is listed as sensitive personal data 2.
  • Transfers abroad are barred except where the Ministry permits them, the controller assesses that safeguards exist, or a listed case applies, such as written consent (Article 23) 2.
  • Controllers must notify the Ministry of a breach no later than 72 hours after becoming aware of it (Article 21) 2.
  • Administrative fines for natural persons go up to 60,000,000 riels (Article 48) 2.

The General Department of Immigration and e-Arrival

The Ministry of Interior announced a trial of the electronic arrival form from 1 January to 30 June 2024, with paper forms still accepted 3. The announcement said all passengers must complete the electronic form from 1 July 2024 3. The form is filed at www.arrival.gov.kh or in the Cambodia e-Arrival (CeA) app 3.

The system combines the immigration card, visa application form, customs form and health information into one form, according to a Maldives foreign ministry notice 4. The Czech embassy in Phnom Penh, in a page updated 26 July 2024, said the form had to be filed no later than 7 days before arrival and would be mandatory from 1 January 2025 5.

On 9 April 2025 the General Department of Immigration warned that cambodia-e-arrival.com was not a government site and charged travellers for a free service, as reported by Niem Chheng in The Phnom Penh Post 6. The department said travellers could lose money or have personal information stolen, and that www.arrival.gov.kh is the only official site 6. The same report said the system launched "in September last year" 6.

Conflicting start dates

The official and diplomatic sources give different dates for when the e-Arrival card became required. We show each as published 3,5 6.

e-Visa, API/PNR and contracts

The e-Arrival form takes visa application data 4 and visa-on-arrival requests 6. We could not open the e-visa portal to confirm its operator or fees.

We found no official record or named-reporter report of an API or PNR system, a passenger information unit, or a supplier contract for Cambodia's border data systems 3,6. No company is named on this page for that reason.
